Social scholarships for students. When are scholarships paid to undergraduates?

  • 20.10.2019

In order for a poor student to somehow live in this cruel world, it is not at all necessary to be the child of rich parents or work around the clock as a dishwasher. Here are some completely legal and real ways to get a good amount even with minimal grades in the test.

Method 1: social assistance

If your parents are underprivileged, you can apply for social assistance. Such payments are provided by the university, city, state, and sometimes even charitable organizations.

State social scholarship

How much: 2227 p.

How often

How fast: immediately upon readiness of the certificate from the social security authorities.

On a note!

You can familiarize yourself with the provisions of who and in what cases is entitled to this type of material assistance in more detail here.

Some are more fortunate than others, and they, having only triples in the record books, are entitled to a social stipend. Who are they?

  • disabled people,
  • orphans,
  • Victims in radiation disasters,
  • Veterans.

Also, those who belong to the category of the poor can count on a social scholarship.

To complete all required documents should contact the relevant MFC or department social protection. After the income is calculated there and the life circumstances of a particular student are assessed, the authority will issue an appropriate certificate for the university.

The student who lives in a dormitory and does not receive any other income except for an academic scholarship in the amount of 1,500 rubles can be recognized as a “lonely poor person”. In this case, the social service will definitely ask if the student received financial assistance from parents or other relatives and acquaintances, and if he did, then in what amount. But somehow this data should not be documented.

Be prepared to provide the following documents to the social security authorities:

  • Passport,
  • Certificate or certificate of registration in the form No. 9 or No. 3,
  • Certificate from the university with data on the course, form and duration of study,
  • Certificate of ownership of the property,
  • Evidence that you are eligible for benefits (certificate of death of the parent, certificate of his serving a sentence, certificate of disability, etc.),
  • Income statement.

Important!

Social scholarship is issued for a period of one year from the date of issuance of the certificate. That is, if the certificate was issued in April 2017, and the student submitted it only in September, then the social scholarship will be paid from September to May of the next year. AT next year you will have to go through the process of collecting and submitting documents again.

Don't worry if you don't know all the details social scholarship. The university will definitely tell you, because the university staff constantly monitors the relevance of laws, regulations and regulations, and will certainly advise you on whether you are eligible for such benefits.

It is better to find out the latest news in the dean's office - they will definitely tell you about all the ways to receive material assistance from the state

Increased social scholarship

How much: equal to or greater than the living wage increase.

How often: every month for one year.

When to apply: at the beginning of the semester.

Only specialists and bachelors of initial courses (first and second) can count on such assistance, and only if they earned a regular scholarship with their grades.

Another prerequisite is that one of the parents belongs to the disabled of the first group.

And finally, only good students and excellent students can apply for such a scholarship.

On a note!

The final amount is calculated by the university. However, it should not be higher than the amount of the student's income up to the subsistence level per capita (such a standard is established by the state). For example, in the fourth quarter of 2016, living wage in the amount of 9691 rubles. It was considered as follows: if the academic and social scholarship was 1485 and 2228 rubles, then if the student wins the competition for an increased scholarship, its size will be no less than 5978 rub.

A more accurate amount is determined by the university, having previously considered educational program student, his course and the size of the scholarship fund.

Material aid

How much: no more than 12 social scholarships.

How often: every month for one semester.

When to apply: by decision of the university.

Here the criteria will be much broader than when paying social scholarships. For example, a university pays a material scholarship out of its own “pocket”, and it pays once a quarter, and the minimum amount is not specified anywhere, so often the size of the scholarship will depend on how many students in this quarter will have to be helped.

This type of assistance may be provided to students whose parents are divorced, students with children, or those who are seriously ill and need expensive treatment. In these cases, it will be necessary to provide the university with copies of receipts for medicines or a birth certificate of the child.

On a note!

Some universities give their students cash gifts for their weddings, and some make it a tradition to pay travel expenses to and from out-of-town or international students.

At the same time, the management of the university will spare no money to those who support the image of the university. Therefore, play football, go to a drama club - become the favorite of the dean's office!

On a note!

An increased state academic scholarship can reach 10,000 rubles, and in some universities - 30,000 rubles (St. Petersburg State University, for example).

The amount of the scholarship may change each semester, depending on the number of applicants, their achievements and the size of the fund. And there are universities in which the amount of such a scholarship is fixed and does not change.

Method 3: be a straight A student and publish scientific papers

Those who study "excellent" have a high chance of getting a presidential scholarship of 20,000. In addition, such students are encouraged by many other organizations: the Ministry of Education, regional authorities, banks with numerous charitable foundations and, of course, the universities themselves.

In some universities, the scholarship is increased immediately after an impeccably passed session.

For example, the work of young ecologists is monitored by the Vernadsky Foundation, economists and power engineers by BP, oil workers by Lukoil, and female programmers by Google. In general, in almost every field there are interested persons who are ready to encourage young minds with scholarships.

To participate in the competition, it is enough to prepare the same package of documents - publications, certificates, diplomas. And since the selection here is not so strict, for some it is enough just to participate in conferences, and not necessarily to win them.

Well, depending on the chosen fund, the package of documents may vary slightly - find out in advance.

Method 4: win the business game

The business game is the way for brave and charismatic young people. Management will evaluate teamwork, leadership and creativity.

There are many such scholarships, but we recommend that you carefully read the program of each fund. If you are only interested in money, you can fly. For example, there are such scholarships, the receipt of which provides only for the payment of travel to the venue of the game and back. There are those who do not give money, but help to get an internship.

Maximum allowable scholarships

So, with all the scholarships available, let's figure out what is the maximum amount you as a student can receive.

Let's take as an example an average student who lives in a hostel, receives a scholarship of 1,500 rubles, studies for the highest marks, publishes in scientific journals and even received several grants for his research, is a member of the university club “What? Where? When?" and passes the TRP standards. So let's look here:

It turns out that every month such a student will be able to receive 60,313 rubles. Not sour, right? But next year it will be necessary to abandon the social scholarship ...

In the meantime, you are collecting evidence for the state and various funds, we We will be happy to help you keep your studies going.

Everyone, without exception, who wears honorary title student, is certainly interested in his scholarship, its size and payment terms. A large number of students are concerned about the question of whether the scholarship is paid in the summer. And if everything is more or less clear with the size, which is directly proportional to academic performance, then it is sometimes difficult to figure out the timing of payments. As a rule, there are practically no questions about the payment of scholarships in the autumn/winter period, but whether they give a scholarship in the summer is of interest to many students.

Academic Scholarship

Do those students who could not successfully pass the session receive a scholarship in the summer? The scholarship in the summer is awarded only if the summer session was successfully passed by the student. In order to receive an academic scholarship, a student must pass the session with positive marks, that is, “good” and “excellent”, and not have any debts.

In case of unsatisfactory passing of the summer session, the scholarship will be paid only for the month of June, and for July and August, if there are "tails", it will not be paid. In most universities, 5 students are expelled from July 1st immediately after graduation. Therefore, the scholarship is not paid in August. However, in some universities, the expulsion takes place in August, so students have full right to receive payments for June and July.

Each university has its own approved Regulations on the procedure for accrual and payment. Often in practice, the case with the payment is as follows:

  • If the student successfully passed the session, then the scholarship for July and August is paid to him in advance in June. This is great help before the upcoming summer vacation.
  • Also, very often universities give scholarships to students in the fall, simultaneously with the September payment.

social scholarship

To clarify the issue of payment, you must contact the department of labor and wages or to your dean's office. In the event that there is an academic debt or, simply speaking, “tails” for the spring session, the social stipend is not paid in the summer until the student retakes the session. At the time of closing the debt in the summer, it continues to be paid. Moreover, the payments will include the period for which it was not paid.

Suppose that a student did not pass the exam in June, therefore, he is not charged in the summer. The last scholarship he received was in May. In July, the student retaken the exam, and for any grade. As a result, the student will receive a "social program" for July, as well as for May and June, within the prescribed period.

Each student is interested in the question: what will be the amount of scholarships for students in 2016-2017? Let the scholarship be insignificant, but it is a guaranteed support for students from the state.

According to Dmitry Livanov, it is planned to increase the amount of scholarships for graduate students studying at the full-time department, and for state students. One cannot overlook the fact that the scholarship does not match the living wage, forcing the bulk of the students to find ancillary income. And this has a negative impact on learning.

Types of scholarships:

  • State social scholarship;
  • State academic scholarship;
  • State scholarship for graduate and doctoral students;
  • Personal scholarship;
  • Scholarships of the President of the Russian Federation and special scholarships of the Government of the Russian Federation;
  • Governor's Scholarship.

Achievements and academic performance of the student does not affect the social scholarship in any way. Such a cash allowance is intended for needy students, for example, orphans, disabled children, and so on. On average, a social scholarship is about 2,000 rubles in higher institutions and about 730 rubles in colleges.

Academic Scholarship issued to state students every semester. However, this scholarship is subject to the outcome of the previous session. But for first-year students, the scholarship is identical for everyone; during the first semester, they receive the minimum amount of the allowance. The size of the minimum scholarship is at least 1300 rubles, for college students - about 480 rubles.

As for graduate students and doctoral students, they also receive a monetary reward. To receive a scholarship, you must pass an assessment every year. Scholarships are not provided for distance learning, both for graduate students and students of higher and secondary educational institutions. The amount of the scholarship for graduate students is 6,000 rubles, 10,000 rubles for doctoral students who conduct various studies, write scientific papers in technical and natural disciplines. The list of sciences is established by the Ministry of Education.

Personal scholarship is provided not only to students, but also to all other citizens who have distinguished themselves in scientific activities. With good study, this scholarship is summed up with the main one.

Presidential scholarships are provided for students studying in areas that are beneficial for the country's economy. Paid for achievements and various successes. In addition, only full-time students with high academic performance who are actively involved in the life of the educational institution can apply for this scholarship.

The governor's scholarship is appointed by the governor of the region. To receive such a scholarship, you need to study full-time, have good grades and show yourself in the life of the university. After that, the educational institution is obliged to collect and submit documents proving these facts. This type of scholarship can be received by students of higher and secondary educational institutions, but the amount is different, for university students - from 2,500 to 5,000 rubles, for colleges 2-3 times less.

Who will get a scholarship?

The size of the scholarship will be reviewed depending on the region and inflation indicators, although an increase of 20% was previously planned.

By raising and stimulating students, their academic performance ratings improve. And along with them the level and prestige of education. Thanks to good monetary incentives, students will devote time to study and strive for self-development.

How much will scholarships increase?

It is not news that each student's scholarship may differ from other students. The amount of the scholarship depends on each individual educational institution, specialty and student performance.

The maximum amount of the scholarship can be about 10,000 rubles. It is a mistake to think that this amount will be paid to all students. The scholarship in the region will differ from the central one. However, we can say with certainty that the minimum stipend will not be lower than the subsistence level established in the regions. Therefore, the economic condition of the region directly affects the scholarship.

Usually scholarship for students the only way income. Especially for those who devote all their time to studying. Those who seek to obtain high-quality knowledge in their specialty. Once this bill is passed, scholarships for students will be a great help in the educational process, with the main goal of students will be learning, not finding a job.

Last year, deputies of the State Duma of Russia promised to consider a draft law that would initiate an increase in scholarships for students studying under the state order and full-time graduate students. The question of the level of this payment is quite acute - the realities of today indicate that the scholarship reward does not at all correspond to the costs that provide at least a student. All this makes young Russians look for opportunities for extra income, and often this happens to the detriment of gaining knowledge in .

The government of the Russian Federation is moving into austerity mode, and it is not yet known how this will affect the amount of scholarship payments

News from the government

Not so long ago it became known that the Ministry of Finance initiated a reduction in budget allocations for the implementation of the state programs "Development of Education" and "Development of Science and Technology." In the last days of July 2016, Dmitry Medvedev, who holds the post of Prime Minister of the country, held a meeting to develop approaches to optimizing these programs and other expenditure items. The result was a decision to freeze general budget spending in the amount of 15.78 trillion rubles a year for the period from 2017 to 2019.

So far, the leadership of the Ministry of Education says that the scholarship fund will not become an item on which they will save - we are talking about reducing investment in the construction and repair of educational buildings and dormitories of universities, colleges, technical schools and other educational institutions. But let's see what consequences Russian students and graduate students can expect from these measures.

Scholarship Indexing in 2017

Last year, Dmitry Livanov, head of the Ministry of Education and Science, announced that scholarships should be indexed according to current indicators. The debate on this issue went on for quite a long time and was accompanied by a sharp struggle between departments. Thus, representatives from the Ministry of Education insisted that scholarship payments should be increased by as much as 20%.

The Ministry of Finance said that the state of the budget did not allow this step to be taken, and the government considered questions about the overall reduction of the budget burden, figuring out how to reduce its expenditure side. All the debate ended with the adoption of standards that determine the amount of academic and social payments for university students, according to which Russian students should not expect an increase in scholarships in 2017.

However, in 2016, scholarships were still slightly raised. Recall that Dmitry Medvedev signed a decree according to which the living wage was set at 9,662 rubles, which is much higher than the amount of payments due to students. The Ministry of Education spoke about the need to review scholarships, emphasizing that higher payments will pay for themselves in the future.

Students will be able to spend more time studying and gaining professional skills, as funding their current needs for food and accommodation will stop looking for additional income. Ultimately, the country will benefit from the fact that it will receive competent specialists. Well, payments, of course, were increased, but on average they never reached the minimum threshold required to live in Russia.

In 2017, scholarships will not reach the living wage

Scholarships in 2017

It is assumed that in 2017, students and graduate students will be able to count on the following amounts of remuneration for their studies:

  • the maximum amount of a regular scholarship will be up to 10,000 rubles, but not every student will be able to count on such an amount of remuneration. The amount of scholarships varies depending on the region and city of Russia where the educational institution is located. The minimum scholarship is clearly tied to the subsistence level of the region, and the size of this indicator is different parts countries may have a discrepancy of up to several thousand rubles. Only certain categories of students from metropolitan universities can count on a significant figure of 10,000;
  • the initial level of scholarships for bachelors, masters and specialists is a much more modest amount - 1340 rubles per month;
  • scholarships for college students are even more modest - payments start at 487 rubles;
  • the situation looks somewhat better for those who take exams at 4 and 5. So, for good students, according to the results of the session, a scholarship is provided in the amount of 1400-2200 to 6000 rubles, and for excellent students - from 5000 to 7000;
  • the size of scholarships that are appointed by the President of the country to citizens who carry out research of national importance, on average, will be up to 7,000 rubles for students and 11,000-14,000 for graduate students;
  • A separate article is presidential scholarships, which are awarded, including full-time students and graduate students who carry out promising developments in the field of modernization and development. This payment can reach the amount of 22,800 rubles;
  • regular postgraduate payments amount to 2637 rubles. If postgraduate study is in a technical specialty, this payment may increase to 6,350 rubles per month;
  • for certain categories of students, social scholarships are provided, which reach 730-2010 rubles, depending on the region of residence or study.

Scholarship- regular financial assistance provided by tuition fees, and sometimes by the issuance of a monthly allowance, to students, as a rule, of secondary specialized and higher educational institutions, as well as graduate and doctoral students. The scholarship is available only to full-time students. Payments can be either monthly or lump sum.

State social scholarship. The main difference between a social scholarship and others is that it does not depend on the success and academic performance of the student. Issued to those in need (orphans and children left without parental care; disabled people of groups I and II, etc.). The amount of the social scholarship from 2010 rubles. in universities and from 730 rubles in institutions of secondary vocational education. Read more in the article Social Scholarships.

Types and amount of scholarships for students in Russia

A student of a state educational institution of higher and secondary education can also count on receiving government scholarship. To do this, the teacher's council of the institution must nominate several candidates (full-time department, budgetary basis), who are studying in the 2nd year (for the vocational school) and the 3rd year (for the university). A postgraduate student can be admitted to the competition not earlier than from the 2nd year.

The Ministry of Education last year raised the issue of increasing scholarships for all students studying in educational institutions Russian Federation. During the debates, representatives of the Ministry of Education of Russia planned to increase student payments in 2018 by 4.0% which will remain in effect until the end of 2019.

The President of the Russian Federation obliged universities to pay scholarships to all first-year students

Russian President Dmitry Medvedev signed the federal law"On amendments to certain legislative acts of the Russian Federation on the payment of scholarships and the organization of the educational process in educational institutions," the Kremlin press service reports.

Currently, in accordance with the Regulations on the Scholarship Fund, scholarships are paid to students who study at "4" and "5". The results of the session are the basis for determining progress. In this regard, universities often begin to pay scholarships only after the first session. The new version of the law establishes that scholarships are paid to all first-year full-time students from the beginning of the academic year.

From September 1, the most talented first-year students of BelSU will be paid a rector's scholarship

From today, BelSU has started accepting documents for full-time education. According to the rector, in 2013, as before, the university will fight to attract the most talented youth of the Belgorod region and Russia. To this end, the leadership of the educational institution has taken a number of measures that should play an important role in increasing the competitiveness of the National Research University.

“In addition, today we are thinking about how to reduce the cost of education for paying students who have completed the first year with good and excellent marks,” said O. Polukhin. - Today, such students can transfer to the budget, but only if there are free budget places. There are not many such opportunities, therefore, as an incentive for good studies, we propose to take such measures. We will reduce the cost of education by up to 50%.

First-year students will receive scholarships from September

According to him, the regulation on the scholarship fund currently does not provide for the payment of scholarships until the results of the first examination session are received. “In our country, there are about 500,000 first-year students who enroll in state-funded places in universities. And they are left without a livelihood for half a year,” Balykh stressed. - It is fundamentally wrong when the scholarship is paid to the guys only at the end of the winter session. It is necessary that they receive it immediately after enrolling in a university.”

The State Duma adopted in the third reading a law that obliges universities to pay scholarships to first-year students from September 1, and not after passing the winter session, as is practiced at many universities. This was announced by the head of the Duma Committee on Education Grigory Balykh.

When are scholarships paid to undergraduates?

The State Duma today adopted in the first reading a bill obliging universities to pay scholarships to full-time students after the order is issued on their enrollment in the first semester. The authors of the document were Vice Speaker of the State Duma Svetlana Zhurova, head of the House Committee on Education Grigory Balykhin and a number of other deputies.

The explanatory documents say that at the moment the law does not establish any criteria for awarding scholarships and does not oblige to pay scholarships before the results of the first examination session are received. In addition, the current by-laws indicate that scholarships “may be awarded” only on the basis of the results of the examination session. According to the authors of the draft law, these norms do not allow full-time students to receive scholarships for 4 months of the first year of study.

Bashkir State University will pay increased scholarships to first-year students with high USE scores

As the press center of Bashkir State University clarified, students of the head university of full-time budgetary education of all faculties (except for the Institute of Law, the Federal State Fund for the Humanities and the Faculty of Psychology) with a total score of 230 points and above will receive a scholarship of five thousand rubles. In the direction of "Philology (profile foreign philology (Bashkir language and literature, foreign language))" to receive this scholarship, you must score 300 points in four exams.

From three to five thousand rubles a month will be received by first-year students of the Bashkir state university with high USE scores in the first semester of their first academic year. This is stated in the order of the rector of BashSU Nikolai Morozkin. For the third year in a row, the university pays increased scholarships to first-year students who most successfully coped with the Unified State Examination and entrance tests.

Should students be paid scholarships?

The size of the social scholarship now is not less than 1650 rubles. Academic scholarship, as a rule, not less than 1200 rubles. Previously, the maximum amount of a social scholarship was no more than 15,000 rubles, and an academic scholarship no more than 6,000 rubles. Now the maximum size under the new legislation is not limited. How much and to whom to give is decided by the university itself. You can give all students one thousand, or you can only give excellent students who will receive, say, 15 thousand. And, according to some rectors, they have students who receive a scholarship of 20,000 rubles.

Scholarships in Russia are received by 1.7 million people. The total amount of payments amounted to 50 billion rubles. A lot of money. The debate about whether or not to pay students a scholarship has been going on for a long time. If earlier it was possible to live for a month on 40 rubles of scholarship, although quite modestly, now 1200 rubles will not be enough even for three days. Opponents of scholarships have a serious argument - a scholarship should not be an incentive to study, and students abroad do not receive scholarships for their studies. Encouragement there goes in a different way - the most talented can be paid for their studies. And yet, Russian society is not ready to refuse scholarships, and the budget does not allow increasing the size of scholarships for all students.

First-year students will be paid from September 1

Grigory Balykhin, head of the Duma Committee on Education, noted: “We have about 500,000 first-year students in our country who enroll in state-funded places in universities.” “And they are left without a livelihood for half a year,” he stressed. Balykhin recalled that university students who study without triples receive a scholarship in the amount of 1.1 thousand rubles.

The parliamentarian noted that the regulation on the scholarship fund currently does not provide for the payment of scholarships until the results of the first examination session are received. “It is fundamentally wrong when the scholarship is paid to the guys only at the end of the winter session. It is necessary that they receive it immediately after enrolling in a university,” the deputy added.

Scholarships in colleges and technical schools

  1. Social. Its size in college can be 730 rubles. It is supposed even for C students, if they do not have "tails" in the session. It is mandatory assigned to all students with the status of:
  • orphans;
  • deprived of a guardian;
  • affected by radiation;
  • combat veterans;
  • disabled people of 1-2 groups.

Today it is customary to scold students for not being very interested in cultural activities and art. It is hardly reasonable to complain about the youth. When you take into account how much a college scholarship is, it becomes clear why college students are not up to theaters.
