The most important thing about documents

If you have prepared for admission in advance, then the meeting with the admissions committee will take you 10-15 minutes, not counting the possible queue of people who want to become your classmates and friends at the university. For regular public and private universities, a standard package of documents is required:

  • statement;
  • copy of the passport;
  • a copy of the certificate with an attachment.

In 2019, the Unified State Exam results of 2015, 2016, 2017, 2018 and 2019 will be valid.

Some universities may require a medical certificate 086/у. The need to provide it, as well as the list of other documents, can be found on the official website of the university.

Also collect documents that will confirm your benefits upon admission, if any. You must bring the originals of these papers to your chosen university. This rule applies to all beneficiaries, target recipients, winners of Olympiads and specialized professional competitions.

  • winners and prize-winners of the All-Russian Olympiads for schoolchildren;
  • gold medalists of the Olympic, Paralympic and Deaflympic Games;
  • world or European champions in any sport;
  • members of Russian teams of international Olympiads in general education subjects (specialized areas).

Athletes can only enroll in areas of study related to physical education and sports without entrance examinations.


Applicant calendar: application deadlines and other important dates

Applicants to military universities, academies of internal affairs and educational institutions that have special requirements for the physical training of students need to prepare much earlier. Have a standard medical examination in November or December. This will save you time.

Changes 2018

This year has not brought global changes to the procedure for admission to higher education institutions, but some amendments are worth taking into account when preparing. What's new?

  • Universities will independently determine the requirements for applicants with vocational education diplomas (college, technical school). Applicants will undergo entrance tests at the educational institution.
  • The total number of competitive places for distance learning will decrease.
  • You can now receive up to 10 points for various achievements during your schooling and sports career (in 2017 - up to 20).
  • Victories and prizes in All-Russian Olympiads will provide benefits for 4 years. Win the Olympiad in the 9th or 10th grade and don’t think about future admission at all.
  • For another year, Crimeans can take the all-Russian test or undergo special entrance tests at universities upon admission. In 2019, Crimean schoolchildren will also begin taking the Unified State Exam.
  • One of the main changes in the process of admission to higher education institutions will affect target students. Now the contract will be concluded between the applicant, the university and the employer. Previously, only the applicant and the university were involved in this scheme. After successful training, the applicant is required to work for three years in the organization that issued the referral.
  • Universities will themselves determine how many additional points an applicant will receive for an essay (1-10).
  • Applicants who have chosen the direction “Intelligent Systems in the Humanities” will take mathematics for any chosen period of study.

So, now you have complete information about when and how to apply to universities. But not always and not everyone succeeds perfectly, so we have selected several examples of typical mistakes of applicants and options for correcting them.

There is another situation that sometimes fails applicants who prefer “bird in hand”.

What should you do if you entered the university of your dreams in the second wave, but have already transferred the originals to another educational institution?

So, you entered one of the universities, took the original documents there and calmed down. But it’s a bit of a pity that it’s the same one best-prestigious-popular-convenient-interesting The university did not accept you to study. You open the website of the desired educational institution and see that your name is already on the list of those recommended for admission. What to do?

Assess the deadlines for submitting originals and your position in the ranking. Filling out the expulsion order and collecting documents from the first-wave university will take about a day, after which you need to transfer the original documents to the new university and have time to submit an application for consent to study. You should have at least 2-3 days for the re-entry process.

Take action! Some universities deliberately, although they do not admit it, delay the issuance of originals. Especially if the educational institution is not very popular, and you have good results. Therefore, do not tell the admissions committee about your dream. Say that there are family circumstances, that’s why you are taking the documents.

You have probably already chosen the universities and faculties where your grown-up child wants to study. You may have already sent the documents to the admissions committee. Check the documents again

Of course, you have already studied the websites of the institutes and know what documents are required for admission. Check again to see if you have collected everything correctly?

What might you be missing?

Firstly, if the child did not graduate from school this year, but recently retook the Unified State Exam, he should indicate in the application, the result of which exam should be taken into account(after all, they are all in the all-Russian database).

Secondly, do not forget about such an important thing as extra points for individual achievements! The admissions committee can add up to 10 points for sports and scientific achievements, as well as for participation in volunteer activities - carefully study this section on the university website, the requirements of educational institutions vary. Another ten additional points can be earned for an essay - the same one that was written in winter for admission to the Unified State Exam. Commissions of humanities faculties are especially often interested in them; some are even ready to extract them from the database and independently re-evaluate them using a 10-point system. So be sure to indicate that you wrote the essay!

Key dates for admission to university are very important. We would like to note that if your child has passed the Unified State Exam and will not take entrance tests and creative competitions, then you have not missed anything yet.

  1. Start of accepting documents - June 20(for full-time and part-time studies in bachelor's and specialty programs).
  2. Completion of acceptance of documents required for admission from persons applying for training based on the results of additional entrance tests of a creative and (or) professional orientation - July 7.
  3. Completion of the acceptance of documents required for admission from persons applying for study based on the results of other entrance tests conducted by the higher education organization independently - July 10.

Please note that these dates, specified in Order of the Ministry of Education and Science of Russia dated October 14, 2015 N 1147 (as amended on November 30, 2015), are marked “no later.” Be sure to check the university website for the exact dates!


Differences in the 2016 admissions campaign - cancellation of priorities, statement of consent to enrollment (relevant in 2017)

The fundamental difference in the 2016 admissions campaign is the abolition of taking into account priorities for admission. Previously, when applying to a university for two or three specialties (training programs), you could indicate your preferences with the numbers 1, 2 and 3. If you did not take your preferred specialty, you were automatically excluded from this list and included in the next one. Now the applicant participates in the competition on an equal basis in all specialties (remember, an application for admission can still be sent to five universities for three specialties (training programs) each).

But where you ultimately decide to enroll will be determined by your application for consent to enrollment. This is just a new thing this year - without this document, an applicant cannot become a student, even if he heads the rating list and brought the original educational documents to the university.

The procedure for admission to the university in two waves

So, what does the admission process look like this year? You bring documents to the admissions committee according to the list above >>>>. After this, you watch with excitement the progress of your name in the ranking of applicants. Almost all major universities today indicate in the ranking which of the applicants immediately submitted consent for enrollment and original documents (i.e. they are quite serious), and who are not (i.e. they consider this university as a backup option). On the 27th you will see the final list on the university website.

And only now, after July 27, the real admissions race begins - you can no longer look away from the university website for a minute!

What happens on the 27th? In fact, now the real qualifying competition begins - only between those who brought original documents and consent to enrollment. The university is required to close 80% of the enrollment, while applicants without originals are ignored (even if they are recommended for admission), and those who were at the bottom of the list can move up fairly quickly.

So, on August 3, all universities will enroll 80% of students. Of course, 80% is a rather arbitrary figure; some will want to return the documents after the enrollment order, but in general the main enrollment will be completed.

I didn't get into the first wave. Will the chances be higher in the second wave?

It depends on what university we are talking about. If we are talking about a prestigious metropolitan university and you are literally on the border of the list of those recommended for admission, then you undoubtedly have every chance to study at the university of your dreams.

In a provincial university, the chances of admission may not be higher, but lower, because applicants who did not consent to enrollment in the first wave may give it in the second! This means that many who sought happiness in the capitals will spit on the pie in the sky and return to Siberian universities for tits.


A good example: the admissions campaign at the Mukhomran Fence Construction Institute.

Let's consider the situation using the example of the Mukhomran Fence Construction Institute, widely known in our country (to simplify the situation, we immediately consider only competitive recruitment on a general basis, not taking into account orphans, disabled people and citizens of Crimea)

Situation No. 1

So, 10 people are recruited for the popular chain-link mesh department. 100 applicants submitted documents; their ranked list is available on the institute’s website. Until August 1, 12 applicants brought original documents and consent to enrollment: No. 1, 2, 5, 7, 9, 55, 79, 95, 96, 97, 99 and 100 (numbers from the ranked list).

Since the university is obliged to fill 80% of the competitive places in the first wave, applicants No. 1, 2, 5, 7, 9, 55, 79, 95 will be admitted. Yes, yes, and No. 95 was also accepted.

Situation No. 2

Applicants No. 7, 12 and 95 changed their minds about enrolling in the chain-link mesh department.

Applicant No. 12 brought an application to revoke documents on July 30 at five o’clock in the evening. Since the admissions committee only worked until six, his documents were returned to him on July 31 at 10 a.m., after which he managed to take the train and take his documents to MGIMO, where he also qualified for the competition.

Applicant No. 95, as we remember, was on the enrollment list, but on the morning of August 2 he changed his mind and came to pick up the documents. They were given to him after lunch, and he also rushed to MGIMO. But it turned out that he would no longer be enrolled on August 3, since consent to enrollment had to be given before August 1. Meanwhile, instead of applicant No. 95, applicant No. 96 was enrolled in the chain-link mesh department on August 3rd.

Applicant No. 7 decided that he also wants to go to MGIMO and he probably has a chance to get there in the second wave. He came to the university on August 4 and also submitted an application to revoke his documents, hoping that they would be given to him within two hours. But, since the enrollment order has already been signed, he is now waiting... waiting... waiting...

Situation No. 3

Applicant No. 95, who at first decided to wait for the second wave of enrollment at MGIMO, suddenly thought “what am I exchanging my native Mukhomransk for!” He took the documents from MGIMO and again took them to the fence-building institute, handed over the originals and consent to enrollment to the admissions committee. But it turned out that applicants No. 22, 58, 59, 60, seeing that those whose Unified State Exam results were much worse were admitted, decided to take a risk and also brought original documents and consent to enrollment! Since there were three free places left at the faculty (2 places - 20% of the admission plan, and the place vacated by applicant No. 7), applicants No. 22, 58, 59 were accepted there.

So, as a result, applicants No. 1, 2, 5, 9, 22, 55, 58, 59, 79, 96 will study at the chain-link mesh faculty. Applicants No. 60 and No. 95 can try their luck next year, although they are much less capable applicants No. 79 and 96 have already become students. Just like that!


The most popular questions from parents of applicants

- Can a child write a statement of consent along with the application for admission?

Maybe, especially if you submitted original educational documents, but only one statement of consent to enrollment can be submitted to the university.

What if he changes his mind about enrolling in the specialty in which he was enrolled, but chooses another at the same university where he also applied for admission?

You will have to write a review of the application for consent to enrollment and a new consent to enrollment.

- Maybe it’s better to immediately submit the original documents to the chosen university?

- We handed over the original documents, and then decided to take...

And they must be given to you within two hours if you came to the admissions office more than two hours before the end of the working day, or in the morning of the next day if you applied in the evening. Not the most popular universities sometimes try to withhold applicants’ documents after the publication of enrollment lists, citing the need for time to prepare an expulsion order. Know that this is not true! You are still required to return the documents within two hours!

    You may well be admitted to your chosen university in the first wave, even if you are not included in the list of those recommended for admission. The lists are flexible, you can move up the rankings quite quickly. It is important to bring original educational documents and a statement of consent to enrollment on time. You need BOTH of these documents.

    Competition in the second wave may not be lower, but higher than in the first. Please take this into account when planning your admission.

In the Russian Federation, it is possible to obtain your first higher education for free by entering a university on a competitive basis. The procedure for admission to such training is stipulated by law at the state level, but specific rules and conditions for admission are developed by each training organization independently (in accordance with Part 3 of Article 5 and Part 8 of Article 9 of the Federal Law No. 273 of December 29, 2012)

And in order to enter one of the Russian higher educational institutions in 2019, experts advise adhering to the following step-by-step recommendations.

Step 1. Preparation of documents for admission to a university

Applicants to the university must collect a package of documents, which includes:


The list of documents required by a particular applicant can always be clarified by the admissions committee. Papers must be provided in copies (not requiring certification) with originals for comparison.

Simultaneously with the submission of documents to the admissions committee, the applicant for a student place writes a corresponding application addressed to the rector of the higher educational institution, which must necessarily contain:

  • Unified State Examination results in specialized subjects;
  • and consent to the processing of personal data (without which it becomes impossible to teach a number of subjects).

And all this is in accordance with a special Procedure approved by Order No. 1147 of the Ministry of Education and Science of Russia dated October 14, 2015.

Step 2. Submitting documents to the admissions committee of a specific university

If we are talking about admission to study in bachelor's or specialty programs, an applicant for enrollment can submit documents to no more than 5 universities, and take part in competitions in no more than 3 specialties or areas of study in these educational institutions (according to paragraph 52 the above-mentioned Procedure).

However, if an applicant has a special right to admission “on the budget” (due to allocations from the state treasury), he can apply to only one university and only one specialty in it.

Documents can be submitted to the admissions committee (according to clause 61 of the Procedure):

  • by contacting in person (or through an authorized representative) the admissions committee of a higher educational institution, its branch or through a representative of a mobile reception point);
  • to the exact address of the admissions committee by post (registered mail with notification);
  • by sending them electronically to the e-mail of the admissions committee (if such a possibility is provided for in the internal rules of the selected university).

When documents are submitted by the applicant personally or by his legal representative, a receipt is issued to one or the other (clause 62 of the Procedure).

After submitting documents, in accordance with clause 64 of the Procedure, lists of those whose documents were accepted, as well as those whose documents were refused (indicating the reasons) are posted on the official website of the university.

Step 3. How to pass additional entrance tests

Any higher education institution has the right to assign additional entrance tests to applicants (in addition to the Unified State Exam results) according to its own developed program. This is stated not only in the Procedure (clause 10.80), but also in Federal Law No. 273 of December 29, 2012 (Article 69, Part 6).

But of course, the main role is played by the results of the Unified State Exam in general education and specialized subjects for a particular university and/or specialty. The passing score in any of the Unified State Exam disciplines cannot be lower than the minimum established by Rosobrnadzor. Let's say, in the Russian language in 2019 it is 24 points, and in mathematics - 23 (according to articles of Federal Law-273 and the Order of Rosobrnadzor).

As for additional tests established at a particular university, their list must be published and cannot be changed later than September 1 of the year preceding the year of admission. That is, those who will enroll in 2019 are familiar with the list of additional exams from September 1, 2018 (according to the same Federal Law No. 273, in its Article 55, Part 8).

If, upon admission to a university for bachelor's and specialist's programs, it is necessary to check the creative abilities of applicants, their physical capabilities or psychological qualities, the higher education institution conducts special additional tests, including in subjects for which the Unified State Exam is not provided (FZ-273, Art. 70, part 7).

Important: The order of the Ministry of Education and Science of the Russian Federation approved a list of specialties and areas in which additional examination tests (creative and professional competitions, etc.) can be conducted as part of admission to specialty and bachelor's programs at the expense of the federal or local (subjects) budgets of the Russian Federation.

For each such additional test, its own rating scale and a minimum score are developed, which is sufficient to successfully pass the exam (clause 30 of the Procedure).

Step 4. Results of entrance tests and familiarization with the list of applicants

According to paragraph 90 of the same aforementioned Procedure, the results of entrance exams and lists of applicants are published on the official website of each university, as well as on their information stands (usually in the main building).

Separate lists of applicants/recipients for each of the announced competitions are also posted on the websites and stands. These lists contain other lists (the basis is the same Order, paragraphs 109, 110 and 114):

  • applicants enrolled without exams (according to quotas);
  • applicants based on the results of the Unified State Exam and/or additional entrance tests.

Step 5. Application for consent to enroll in a university

In order to be enrolled in a university, an applicant who has successfully passed the entrance examination must give his consent to be included in the list of students of this higher educational institution. This must be done no earlier than the application for admission has been submitted, and no later than the announced closing date for accepting applications for consent to enrollment (until 18-00 including local time). This is stated in paragraph 116 of the Order. And the same paragraph requires the enrollee to attach to the application for consent the original document on previous education of the appropriate level (if previously only a copy of it was submitted to the admissions committee).

If the applicant’s status allowed special admission conditions, then he submits consent for enrollment along with an application for admission to study at the chosen university and a package of necessary documents (Procedure, paragraph 69).

Important: If a taxpayer receives education on a paid basis or pays for the education of children (up to 24 years old if we are talking about parents, and 18 years old if we are talking about guardians), he has the legal right to a social deduction for personal income tax (Article 219 of the Tax Code of the Russian Federation, paragraph 1, paragraph 2) regarding training costs.

August 1 will be one of the decisive days of the first stage of the admissions campaign at Russian universities. It is until the end of this working day that the acceptance of applications for consent to enrollment from applicants applying for government-funded places will be completed. How can an applicant assess his chances of admission? To which university and when is it better to bring the originals? Should I write consent for enrollment? Should I wait in line at the admissions office? And what is better not to hope for? There are a lot of questions, and the nerves of applicants and their parents are on edge.

“These days are especially important for applicants and their parents, since at the first stage 80% of the budget places in the main competition will be distributed. At the second stage (August 4-8, 20% of budget places) the chances of getting into the budget will sharply decrease. And here you need to carefully monitor the competitive lists of applicants, which universities, according to the requirements of the Ministry of Education and Science of the Russian Federation, must publish on their official websites.

Find yourself in the lists

As a rule, lists of applicants can be found on the main page of the university website, in the sections “admissions committee”, “admission rules”, etc. True, universities do not always care about the usability of their websites and the applicant may have to spend some time searching. As a last resort, you can call the university admissions office, they should provide guidance.
An applicant can find himself on competitive lists for the areas to which he applied. Maximum - in 15 lists: 3 directions in 5 universities (not counting different forms of education).

Assess your position and don’t miss obvious chances

At the top of the list are applicants with the highest scores obtained in the Unified State Exam or internal exams. Accordingly, if a university has 10 budget places, and the applicant is in the top 10, then the chances are obvious. All that remains is to bring the original document of education and write consent for enrollment - if this university is, of course, a priority for the applicant.

Estimate the number of submitted originals

If you are not among the obvious top budget places, then you need to monitor changes in your position on the list relative to other applicants. Only those who have submitted the original (in the list, this is the “Submitted Document” column) and have written consent to enrollment (the “Agree to Enroll” column) can be enrolled. Applicants who are currently applying for budget-funded places should be highlighted on the list. You need to carefully look at how many originals and consents for enrollment are higher than you on the list. This situation is changing very quickly, and much depends on how quickly universities make changes to the website. There are universities where this is done online, and there are universities where this is done once a day.

If you don't qualify for a budget

The first option is to look for another university. Today a girl who is entering RosNOU for translation and translation studies came to us to pick up the originals. The fact is that her overall score on the Unified State Exam is 248, and the passing score for this specialty at the moment in RosNOU has reached 257. But this girl is still admitted to the Immanuel Kant Baltic Federal University on a budget, where she went. Now she needs to fly to Kaliningrad in order to submit the original before the evening of August 1st.

The second option is to go for a paid one. Our future translators, realistically assessing their chances for budget places, are already starting to pay for training. Thus, an applicant with 236 points has already paid for his studies in our “translation and translation studies” program, although with these points he could easily enroll in another direction on the budget.

That is, if a person is looking for a priority area of ​​training, then he chooses the direction of training. And if he is simply interested in the budget, then he is looking for the option where he will be included in the budget.

By the way, if you study well, “paying students” always have a good chance of transferring to the budget.

Lucky case

There may also be a situation that one of those who has a real chance of getting a budget place, for one reason or another, refuses to consent to enrollment and takes the original (the admissions committee must return the original within two hours after the request). And then the applicant, who was one line short of the budget, may suddenly find himself enrolled at the last moment (unless he takes his originals and refuses to enroll, of course). Such cases have happened.

About statements and originals

You won’t be enrolled without consent for enrollment (even with the originals), but it’s better to write consent when you see that you definitely qualify for the budget. If you have submitted the original, but are not yet sure, then do not write consent for enrollment yet. Because the original can be transferred from one university to another as much as you like, but in each university you will be allowed to rewrite the consent only once. This is the order of admission.

But you must be prepared for the fact that on the last day a huge number of people will come to the selection committee, and it will not be able to accept everyone. We have prepared for this: 10 admissions officers will receive applicants until 18:00 on Monday, August 1.

Of course, there is a risk that someone will bring the original to the university half an hour before the admissions office closes on August 1 and will not get in, because a minute before 18:00 they will bring it with a higher score. There is a risk, of course.

The tram broke down

Every year there are cases when a person is 5-7 minutes late in submitting originals. And often this was due to transport problems, when, having collected documents from one university, the applicant hurried with the originals to another, but got stuck in a traffic jam…. And it didn’t go to the budget, accordingly. It's better not to take risks. For the same reasons, it makes no sense to send your mother to one university while you monitor the situation in another. The original and written consent are the same.

The main thing is not to worry when you can no longer change anything. Accept the situation as it comes. Not getting into a budget place is not a tragedy.
