We will not analyze the activities of such a deputy as Lyudmila Bokova. With such an attitude towards even one single voter, this activity will be of interest only to the “big uncles”, while it will have the most indirect relation to the electorate. But we will still restore the gaps in her biography, just as those who have been among the deceived for a long time restore justice. If it were my will, I would introduce into the regulations the norm of responsibility of a deputy for a dismissive attitude towards a voter. No, not in terms of assigning votes, but in terms of incorrect information about your past. An interesting thing is, if a deputy indicated incorrect information about income and property, he can (no, not be punished, we are not punished for this) at least be reproached for “inaccuracies”, but if he hid information about his past, he absolutely Nothing will happen.

A few words about the legitimacy of not only deputy Bokova, but senators in general, especially those who are appointed by the heads of the executive authorities of the regions. In my opinion, this order of appointment has nothing to do with legitimacy, and even more so with voters. Walk the streets and ask the voter who represents his interests in the upper house of parliament? I am convinced that every fifth person will hardly answer this question! And the representation of the senator does not sound like the representation of voters in the Federation Council, but as the representation of the executive branch in the Federation Council. And to be even more specific, the representation of one person in the Federation Council, namely the head of the region.

My concerns about the legitimacy of the senators can be easily supported by the provisions of the Constitution of the Russian Federation.

For example, Article 3 Part 1 of the Basic Law of the country says that “The bearer of sovereignty and the only source of power in the Russian Federation is its multinational people”, and not Governor Valery Radaev, who appointed Lyudmila Bokova as his representative in the Federation Council. Part 4 of the named article of the Constitution warns that “No one can appropriate power in the Russian Federation. The seizure of power or the appropriation of power is punishable under federal law.” Further, Article 32 part 2 guarantees that “Citizens of the Russian Federation have the right to elect and be elected to state authorities and local governments, as well as to participate in a referendum. If, suppose, an ordinary citizen of the Russian Federation wishes to be elected to the upper house of the Federation Council, he will not be able to do this physically, and in fact, according to the Constitution, not only Lyudmila Bokova can be elected to the Senate, but every citizen who has the right to elect and be elected upon reaching legal age.

If the representative of the legislative body in the Federation Council, albeit formally, is elected by the deputies of the legislative body of the subject of the federation, then the representative from the executive branch is simply appointed by the head of the region.

Apparently, realizing that such a procedure for "elections" of members of the Federation Council is contrary to the Constitution, a new law was adopted, which takes into account the interests of voters. But it also has limitations. It is assumed that voters will vote for the governor, to whom 2-3 candidates for the Senate will be added, and whom he himself will select. By the way, do you know, dear readers, that during the elections of heads of regions on September 14, 2014 the voters, where the elections were held, elected themselves and the members of the Federation Council. How unknown? Wasn't there a word about it on TV? Wow! But they have chosen! More precisely, they prolonged the stay in the Federation Council of those who were already sitting there.

That is why I believe that until the norm of elections to the Senate of the 1993 model is restored, there can be no talk of any legitimacy of the elections of members of the Federation Council. For all other norms exclude the main thing: every citizen of the Russian Federation, who has the right to elect and be elected, has the right, upon reaching the age established by law, to be elected to the Federation Council. Everything else is from the evil one.

Let me remind you that in December 1993, the elections of members of the Federation Council were held in two single-mandate districts in each subject of the federation by direct secret ballot by the entire population of the region with the right to vote. And although the procedure in which Lyudmila Bokova was appointed to the Federation Council does not contradict the current at that time legislation, this does not mean that such legislation does not contradict the Constitution of the Russian Federation.

Do not forget about how Bokova was appointed to the senatorial position. Before the introduction of Bokova into the Senate, the patriarch of Soviet-Russian politics, Vladimir Gusev, sat there from the government of the Saratov region. When changing the guard, it turned out that neither Gusev nor Bokova were in the know. As for Gusev, I believe that he did not know, but as for Bokova, it is hard for me to believe that she learned about her appointment "from the newspapers."

Vladimir Gusev was simply confronted with a fact. Here's how it was. Let's just say it wasn't easy for us. Wandering through the jungle of secrecy, shoveling a huge amount of information garbage, we still managed to get something, filling in the "blank spots" in the biography of Senator Bokova.

Graduation party either at a pedagogical institute or at a military school, acquaintance, love at first sight, quick marriage and moving to the place of distribution of the husband. This is just a reconstruction. In fact, everything could be cooler or more prosaic. From Borisoglebsk, Lyudmila Bokova goes to ... Rtishchevo. What is top-secret here, which did not allow Bokova to post this information at least on the website of the government of the Saratov region? Unclear.

Having carefully studied the ten-year ordeal of Bokova and her family, first in Rtishchevo, and then in Balashov, we came to the conclusion that over the years the family has not acquired its own housing. At a meeting of the parliamentary commission for checking income declarations of deputies, it turned out that the representative of the "People's Front" from the Saratov region, a teacher from Balashov, Lyudmila Bokova, indicated in her declaration that she, along with her husband and child, was registered in her husband's office, had no living space and registered in the military unit at the place of work of her husband.

Lyudmila Bokova was born on May 17, 1978 in the village of Tretya Aleksandrovka, Voronezh Region. After school until 2000 she studied at the Borisoglebsk State Pedagogical Institute, specializing in a teacher of the Russian language, literature and history. After graduation, she married a soldier and moved to the Saratov region.

From 2000 to 2011, Lyudmila Nikolaevna worked as a history teacher in secondary schools No. 7 and No. 3 in the city of Rtishchevo, gymnasium No. 1 in the city of Balashov. At the same time, she studied archaeology.

In 2009, she won the regional competition of teachers, becoming a finalist in the regional competition "Teacher of the Year - 2009". In 2010 she won the regional competition of the best teachers.

In 2011, at the suggestion of the director of the gymnasium, Sergei Izgorev, she took part in the open voting of the All-Russian Popular Front, winning them. Then she was elected to the State Duma, and in the same year she became a deputy of the lower house of parliament of the sixth convocation, deputy chairman of the State Duma Committee on Education.

The Government of the Saratov Region has delegated Lyudmila Bokova to the Federation Council. She has been empowered since April 24, 2012. He holds the position of Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Building.

In 2014 she received a diploma from the Modern Humanitarian Academy in Moscow, specializing in law. Later she graduated from the Moscow All-Russian State University of Justice.

As of December 2016, in the exercise of the right of legislative initiative, member of the Federation Council Lyudmila Nikolaevna submitted 35 draft federal laws to the State Duma, of which 12 were adopted by the State Duma, approved by the Federation Council and signed by the President of the Russian Federation

Bokova is a member of: Government Commission on Migration Policy; Government Communications Commission; Council under the Chairman of the Council of Federation of the Federal Assembly of the Russian Federation for local self-government; Expert Council of the Agency for Strategic Initiatives.

For active participation in the election campaign for the election of the President of the Russian Federation, in legislative activity and the development of parliamentarism, Lyudmila Bokova was awarded the Gratitude of the Government of the Russian Federation. She was awarded the medal of the Order of Merit for the Fatherland, 2nd class.

At the plenary session on December 15, 2017, the Federation Council appointed her to the post of First Deputy Head of the Committee on Constitutional Legislation and State Building.
