At the last meeting of the Commission of the Department of Education of the City of Moscow for the Prevention and Elimination of Emergencies and Ensuring Fire Safety and the Evacuation Commission of the Department of Education of the City of Moscow, which took place on December 24, 2014, several issues related to the equipment and operation of fire alarm systems in accordance with the requirement of Part 7 of Article 83 Federal Law of July 22, 2008 No. 123-FZ "Technical Regulations on Fire Safety Requirements". In other words, educational facilities were obliged to install a fire signal duplication system, which excludes the transmission of information about a fire by telephone or through dispatch services, as was done before. Of course, the idea of ​​​​creating such an alarm system is very interesting, signal transmission will now exclude the human factor in principle - the signal is automatically transmitted to the control panel of the Ministry of Emergency Situations. Very convenient - installed, registered, maintained and used. If not for a few BUT. What pitfalls await the organization during installation software and hardware complex "Sagittarius-Monitoring"?

  1. Problem number 1 is the supply of equipment, it will take a very long time. Either the manufacturer was not ready for such a large number of orders, or the kits were intentionally bought up by a number of people in order to increase the cost of the sale. But the main thing is the loss of time when connecting. If you have not yet connected Sagittarius-Monitoring, keep in mind that you are already violating the requirements of the technical regulations on fire safety and the employees of the State Fire Service have every right to fine you. However, we rarely think that a fine is another half of the problem, even a smaller part of it, the main thing is that the safety of employees and students is at risk (before the law came into force, it was not at risk, they managed without Sagittarius, and now definitely under threat)
  2. Problem #2 is hardware installation. Countless organizations offer their installation services, that's right, this is a huge share of the fire equipment market, this is a lot of money, and each organization is trying to capture this market, snatch its piece. But it’s really possible to install it the first time, so that not everyone can connect to the CUC without problems. Don't believe? See for yourself - on the website of the Ministry of Emergency Situations of Russia in the public domain is list of objects not approved for connection. Someone had problems with submitting documents, and unscrupulous contractors messed up something when connecting someone. And this means that we lose another 20-30 days on the connection, if the signal from the object does not pass.
  3. Problem number 3 - filing documents. There are private cases, of course, someone connected the Sagittarius-Monitoring RSPI the first time, but personally I have already twice gone to the CUC on Kropotkinskaya, but so far there is no result (in fact, the lack of a result prompted me to write this article. But nowhere to go, you may have to go more than once.
  4. Problem number 4 is the problem of the future, for the future, so to speak. If earlier we called the dispatch service and could cancel the departure of the car due to a false alarm (well, or they called us from the control room and clarified the information), now this will not work, the human factor is excluded. But this, in essence, does not bother us much, we pay for the maintenance of a fire alarm by a licensed organization, which, in principle, will be responsible for the performance of the equipment. Just do not forget that in the end the demand will still be with us, the alarm system is ours and we must ensure its performance. There is another pitfall in case of a false alarm - employees and students, having run along the evacuation routes, will get used to the alarms and will treat it as some kind of formality. But still, as they say, what if something happens?

I repeat once again, the very idea of ​​introducing such a complex, which, by the way, in no way depends on a person, GSM channels, telephone lines and many other factors, is great, but the connection process itself is a different story. Another undoubted plus of the on-site fire alarm system is the transmission of civil defense signals over the radio. The efficiency and independence of the receipt of these signals is very, very cool. Among other things, the CCMS will be able to monitor the performance of the fire alarm through Sagittarius-Monitoring and, perhaps, this will encourage service organizations to perform their work more efficiently. Although this assumption looks very doubtful, it is still not harmful to dream.

In conclusion, I will tell my colleagues who have not yet had time to go through the seven circles of hell when connecting the Sagittarius-Monitoring RSPI, what is the connection algorithm. On the website of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of Moscow, a whole section is devoted to this topic. In short, the connection algorithm is approximately as follows:

  • we order the connection of an object fire alarm from a licensed organization,
  • upon completion of installation and commissioning, we collect a package of documents, there are also templates on the same site,
  • we take the documents to the address: Russian Federation, Moscow, Prechistenka street, 22, office of the TsUKS (local phone 11171),
  • we are waiting for the results of the connection, which are posted on the site every 20-30 days,
  • we receive access keys, we take the signed acts to the CCMS,
  • we monitor the performance, we kick the service organization.

    TERMS AND DEFINITIONS

Terms used in these Regulations:

Equipment - a software and hardware complex of the system for monitoring, processing and transmitting data on the parameters of ignition, threats and risks of the development of large fires "Sagittarius-Monitoring";

Object stations - equipment of the hardware and software complex "Strelets-Monitoring", to which fire alarm systems of various manufacturers are connected;

Service organization - an organization that provides maintenance of fire alarms, selected by the Khozorgan;

Warranty period - the period during which the manufacturer performs a free replacement of Equipment that has become unusable due to manufacturing defects, and a free upgrade of the Equipment software as new software products appear and new tasks for the operation of the Equipment arise;

Khozorgan - the owner of the object of protection, a legal (or) natural person authorized to own, use or dispose of the object of protection;

Object of protection - products, including property of citizens or legal entities, state or municipal property (including objects located on the territories of settlements, as well as buildings, structures, structures, vehicles, technological installations, equipment, units, products and other property) , to which fire safety requirements are established or must be established to prevent fire and protect people in case of fire;

Fire alarm - a set of technical means designed to detect a fire, process, transmit in a given form a notice of a fire, special information and (or) issue commands to turn on automatic fire extinguishing installations and turn on the actuators of smoke protection systems, technological and engineering equipment, as well as other fire protection devices;

PPKP is a fire alarm receiving and control device designed to receive signals from fire detectors, monitor the integrity of the fire alarm loop, light indication and sound signaling of events, generate a starting impulse to start the fire control device;

DDS - duty dispatch service of the FPS in the Saratov region.

Logbook - "Logbook of accounting for protected objects" connected to the Equipment, maintained by employees of the DDS;

Regulations - Regulations for connecting fire alarms of protection facilities to the Sagittarius-Monitoring HSC.

    GENERAL PROVISIONS

      The regulation defines the procedure for connecting the fire alarm of the Household Organ to the Equipment and disconnecting the fire alarm from the Equipment.

      The Regulation does not consider the issues of contractual relations between the manufacturer of the Equipment, service organizations, specialized organizations and Economic agencies.

      The regulation is designed to:

Establishing a unified procedure for connecting protection objects to the Equipment and disconnecting from it;

Reduction in the number of false calls to FPS units for fires;

Influencing the quality of fire alarm service by specialized organizations.

    CONNECTING AND DISCONNECTING THE FIRE ALARM

      Connecting a fire alarm to the Equipment includes the following steps:

      1. Submission by the Khozorgan to the relevant subdivision of the FPS in the Saratov region of an application for connecting a fire alarm mounted at the protection facility to the Equipment (application form).

        Consideration of an application for connection and issuance to the Khozorgan by the relevant subdivision of the Federal Border Guard Service for the Saratov Region of the technical specifications for connecting a fire alarm to the Equipment in the prescribed manner.

        Verification of the technical feasibility of connecting a fire alarm to the Equipment is carried out jointly by representatives of the Khozorgan, the Working Group of the Federal Border Guard Service of Russia for the Saratov Region. If it is impossible to connect a fire alarm to the Equipment, a representative of the Working Group of the Department of the Federal Fire Service of the Ministry of Emergency Situations of Russia for the Saratov Region indicates the specific reasons for the impossibility of such connection and recommendations for the technical retrofitting of the Khozorgan fire alarm.

        Implementation by the organization that carries out the operational and maintenance maintenance of the PAK Strelets - Monitoring in the relevant subdivision of the FPS in the Saratov region, actions to connect a fire alarm to the Equipment.

After a positive decision is made, the fire alarm is connected through the facility station by the organization that performs the operational and technical maintenance of the PAK Strelets - Monitoring in the relevant subdivision of the FPS in the Saratov region, to the Equipment. Within 10 (ten) working days, the Equipment is tested for receiving signals from a fire alarm via the selected communication channel.

        After the completion of work on connecting and testing the Equipment, the Khozorgan and the subdivision of the FPS in the Saratov region sign an act on connecting a fire alarm to the Equipment on an ongoing basis.

Information about the protected object, the fire alarm of which is connected to the Equipment, is recorded in the Journal.

      Disabling the fire alarm from the Equipment includes the following steps:

      1. Disconnection of a faulty fire alarm mounted at the protection facility from the Equipment.

The control over the serviceability of the object station and the state of the fire alarm connected to the Equipment is carried out by the organization that performs the operational and maintenance of the object stations Sagittarius - Monitoring at the corresponding protection object.

The report of the dispatcher of the FPS of the control panel of the Strelets-Monitoring PJSC to the organization that carries out the operational and technical maintenance of the Strelets-Monitoring PJSC in the relevant subdivision of the FPS in the Saratov Region is made in the prescribed manner on the following situations:

The occurrence of a malfunction of the fire alarm;

Fire alarm malfunctions within 6 hours;

Repeated (more than 2 times in a row within 10 calendar days) false alarms.

Adoption by the Working Group of the Department of the Federal Fire Service for the Saratov Region, based on the reports of the dispatcher of the control panel of the PAK "Strelets-Monitoring", of the decision to disconnect the faulty fire alarm from the Equipment.

Notification in writing and by phone of the representative of the Khozorgan about the decision taken.

Entry into the Log of information containing information about the date and reason for the disconnection of the fire alarm from the Equipment.

Reconnection of the fire alarm to the Equipment is carried out after the malfunction has been eliminated. The economic organization eliminates the malfunction of the fire alarm and informs the organization that carries out the operational and technical maintenance of the Strelets-Monitoring PJSC in the relevant subdivision of the FPS in the Saratov region in writing and by phone.

The working group of the FPS division in the Saratov region, together with the organization that carries out the operational and maintenance maintenance of the Strelets-Monitoring PJSC in the relevant division of the FPS in the Saratov region, within 5 working days, after receiving the relevant information from the Khozorgan, checks the technical feasibility of reconnecting the fire alarm to the Equipment. The Log contains information containing information about the date and time of reconnection of the fire alarm to the Equipment.

        Turning off the fire alarm from the Equipment in the event of reconstruction, repair of premises or the termination of the existence of the Khozorgan includes the submission by the Khozorgan within 10 (ten) working days to the organization that performs the operational and maintenance maintenance of the Strelets-Monitoring PJSC in the relevant subdivision of the FPS in the Saratov region of an application for disabling the fire alarm from the Equipment with an indication of the reason: reconstruction, repair of premises or termination of its existence.

        Reconnection is made in the manner prescribed by paragraphs 3.1.1.-3.1.3.

    The main task of the complex is increasing the level of fire safety of socially significant facilities. The complex is capable of automatically transmitting a fire signal via the radio channel of the Ministry of Emergency Situations to the fire department, which in turn allows the forces of the Ministry of Emergency Situations to immediately respond to a fire. Fire monitoring is carried out in a continuous round-the-clock mode.     • automated call of the Federal Fire Service, bypassing the operational personnel of the facilities themselves;
    • monitoring the development of a fire to the accuracy of the detector and transferring the current information to the fire fighting headquarters

    The main communication channel in the Strelets-Monitoring HSC is a two-way radio channel on the frequencies allocated for the Ministry of Emergency Situations in the ranges of 146-174 MHz and 403-470 MHz.

    PAK "Sagittarius-Monitoring" by radio provides:

    • two-way data exchange between the monitoring center and the protected object with continuous channel monitoring;
    • confirmation of delivery (acknowledgment) of each information package;
    • automatic control of up to 8000 objects (with an autotest period of 30 minutes);
    • remote launch of civil defense and emergency voice messages from the monitoring center at the facility.

    Why implement monitoring?

    Statistics: 20 minutes after a fire, the probability of death increases dramatically.

    2. Broadcasting alert signals of the Ministry of Emergency Situations
    Broadcasting of emergency alert signals to objects most reliably in emergency situations can be carried out via radio channels of the Ministry of Emergency Situations, independent of the operation of public communication equipment.

    PAK "Sagittarius-Monitoring" is capable of transmitting alert signals of the Ministry of Emergency Situations "SMS-MChS" to OXION terminals and protected objects. A short (up to 60 characters) message typed on the EMERCOM remote control can be delivered within a few minutes to selected or all objects. The object station of the PAK "Sagittarius-Monitoring" converts the message "SMS-MChS" into a voice message (for broadcasting through the voice notification system of the object) or into a message for a "creeping line" indicator, etc.

    What communication channels does the complex use?

    The main communication channel in the Strelets-Monitoring PJSC is a two-way radio channel at frequencies specially allocated for the Ministry of Emergency Situations.
    The following communication channels can also be used:

    • telephone wired networks (in "Contact-ID" and "Argus-T" formats);
    • GSM cellular communication channels (in "Contact-ID" and "Data CSD" formats);
    • GPRS cellular channels;
    • IP networks (Ethernet/Internet).

    Is it possible to use "normal" communication channels for monitoring?

    Everyone knows the following problems of "public" communication channels, for example:
    "New Year": during mass holidays it is impossible or very difficult to use GSM communication channels;
    "Overload": in case of panic in the city, when everyone is trying to find out from each other about what is happening and about further actions, it is impossible to use cellular or wired phones;
    "Broken Wire": for wired telephone lines and Ethernet channels there is always a threat of their breakage in the event of a flood, landslide, earthquake, freezing;
    "Attack": one of the most effective means, which is used by all the special services of the world in the aftermath of a terrorist act, is to turn off the GSM communication networks in the area or city.

    Conclusion: the use of such means of delivering notifications as "auto redial" or GSM is justified only for remote single objects (rural hospital, school, etc.).

    Why is the Radio Channel of the Ministry of Emergency Situations the main one for monitoring emergencies?

    A dedicated radio channel is used only for the operation of the emergency monitoring system, which makes it possible to predict the load of the radio channel, including in emergency situations.

    PAK "Sagittarius-Monitoring" provides:

    • automatic change of frequency channels: protection against interference;
    • automatic route selection: each object is a relay for neighbors: guaranteed delivery of an alarm message;
    • two-way data exchange between the monitoring center and the protected object with continuous monitoring of the channel: the possibility of transmitting special messages "SMS-Ministry of Emergency Situations" from the center of the Ministry of Emergency Situations to the object.

    PAK "Sagittarius-Monitoring" has an important distinguishing feature: each object station not only transmits "Alarm" signals from "its" object, but is also a repeater for neighboring objects. Therefore, it is possible not to install additional repeaters in the city. This significantly increases the survivability of the system and reduces the budget costs for creating a network of base repeaters by dozens (!) times.

    The radio channel part of the Sagittarius-Monitoring PAK is a distributed radio network covering one or more settlements.

    The elements of the radio system are:

    • object stations (OS) "Sagittarius-Monitoring";
    • control stations (PS) "Sagittarius-Monitoring";
    • repeaters (RTR) "Sagittarius-Monitoring".

    Each object station also acts as a repeater for neighboring stations. A feature of the radio system is the mechanism for automatic selection of the route for delivering notifications from the object to the control stations. This technology allows the system to remain operational even in the event of failure of part of the communication lines and / or object stations.

    Automatic fire alarms from various manufacturers are connected to object stations via relay outputs, via digital protocols Contact-ID, RS-232 or LON.

    To receive and process fire signals from objects in the DDS or fire departments, specialized software (software) Sagittarius-Monitoring is installed.

    The software allows you to determine the place of fire with an accuracy up to the address of the detector (room), display on the site plan the directions of the spread of dangerous fire factors, and promptly manage the evacuation at the facility.

    The software provides display of events from the object, taking into account the priority of fire messages. The development of a fire at a large facility leads to the operation of a large number of fire automation devices: warning, smoke removal, shutdown of supply ventilation, etc. The system provides filtering of events and their display on the monitoring console, depending on the current state of the facility and the dynamics of the fire.

    The technical monitoring center receives and displays detailed information on the technical condition of the alarm systems. This allows not to transfer unnecessary data to the DDS operator and provide the service organization with detailed information - for prompt repair and restoration of the system at the facility.

    But, we need to decide who is lying, me, Alexandrov or the arbitration courts (up to the Supreme Arbitration Court of the Russian Federation), which considered the claim of Volna LLC against the Federal State Treasury Institution "15 Detachment of the Federal Fire Service in the Leningrad Region" " on the obligation to organize prompt servicing of alarm signals coming from the technical means of Volna LLC (the Andromeda notification transmission system) by ensuring the reception of fire notifications to the Sagittarius-Monitoring software and hardware complex.

    In the decisions of the courts in case No. А56-54896/2012 (which readers can find by going to the website kad.arbitr.ru), rendered in favor of the FPS detachment of the EMERCOM of Russia, it is described in sufficient detail what Volna LLC actually did: "... the plaintiff has permission to use radio frequencies and radio frequency channels with the purpose of a technological communication network, therefore, in accordance with Article 15 of the Law on Communications, the technological communication networks that the plaintiff has are designed to ensure the production activities of organizations, manage technological processes in production. According to the letter of the Office of Roskomnadzor for the North-Western Federal District of July 15, 2013 No. 6149-05 / 78, sent to the EMERCOM of Russia for the Leningrad Region at the request of July 12, 2013 No. 6136-13-7, technological communication networks are not intended to provide communication services. At the same time, Volna LLC uses and intends to use them to provide paid communication services to social organizations for receiving / transmitting fire signals from objects to the fire department ... In accordance with paragraph 1 of Article 44 of the Law on Communications on the territory of the Russian Federation, communication services are rendered by communication operators to users of communication services on the basis of an agreement on the provision of communication services, concluded in accordance with civil law and the rules for the provision of communication services.

    However, the case materials do not contain evidence that the plaintiff is a telecom operator, which, by virtue of paragraph 12 of Article 2 of the Communications Law, is a legal entity or an individual entrepreneur providing communication services on the basis of an appropriate license.

    There is no evidence in the case file that the plaintiff meets the specified requirements ...Thus, LLC "Volna" ... is not entitled to provide communication services for data transmission ... ".

    Why do I draw the attention of readers to this, and not to the entire report of Boris Aleksandrov, made at a meeting on 08/01/2014, and subsequently addressed to the Deputy Chief State Inspector of the Russian Federation for Fire Supervision - Director of the Department of Supervisory Activities and Preventive Work Klimkin V .AND.?

    Everything is very simple.

    It seems to me inappropriate to prove the admissibility or inadmissibility of connecting third-party equipment to the Sagittarius-Monitoring software and hardware complex, since court decisions in case No. A40-198265 / 14 (upheld by the Supreme Court of the Russian Federation) unequivocally established that "… terminal devices and object devices of transmission systems intrusion and fire notifications and notification transmission systems of a specific manufacturer cannot be connected to another manufacturer's system because each manufacturer has different protocols for connecting its components ".

    Prove illegal ( read criminal) business LLC "Volna", the general director of which is B.G. Alexandrov seems to be the most relevant.

    The following facts testify to the fact that this business is fraudulent and is developing on the territory of the Leningrad Region due to corrupt ties of Volna LLC with a number of heads of territorial divisions of federal executive authorities and executive authorities of the Leningrad Region.

    In 2013, in the Leningrad Region, the State Procurement Committee of the Leningrad Region held an open auction in electronic form for the right to conclude a state contract for the supply of goods for the modernization of fire department communication points in order to gain access and signal processing, including the GLONASS system (Trading No. ea-769/13).

    The customer was the State Public Institution of the Leningrad Region "Leningrad Regional Fire and Rescue Service".

    The auction was won by LLC "Volna" due to the fact that the Auction was held with gross violations of the requirements of the Federal Law of July 1, 2005 No. needs”, the purpose of regulation of which is, among other things, the development of fair competition.

    What is the fact that not all business entities were admitted to the Auction, but only those affiliated with Mr. Alexandrov B.G. organizations - "Telemetric Radio Systems" LLC and "Technical Monitoring and Alert Center" LLC.

    Requirements adjusted exclusively for Volna LLC were included in the tender documentation:

    About the Supplier's intra-production communication networks, while in accordance with Part 1 of Article 15 of the Federal Law "On Communications" the intra-production communication network provides for production activities, the need for managing technological processes in production and cannot be connected to a special-purpose communication network on which the Sagittarius-Monitoring radio system operates (see judicial acts in case No. A56-54896 / 2012);

    On the use of equipment, the characteristics of which correspond to the characteristics of the Andromeda notification transmission system, which does not meet the requirements of GOST 53325 - 2012 "Technical means of fire automatics. General technical requirements" ( approved by order of Rosstandart dated November 22, 2012 No. 1028-st), and prohibited for delivery from 01.01.2014. (see Requirement of the Main Directorate of Private Security of the Ministry of Internal Affairs of Russia dated August 29, 2012 No. 36/2672), in particular, due to the fact that the Andromeda SSS is a one-way system and does not provide adequate protection for the object.

    On the modernization of communication points of fire departments exclusively on the basis of the supplier's software and hardware, which includes not only base stations and repeaters, but also radio transmitters mounted on protection objects.

    The State Order Committee of the Leningrad Region, when conducting an open auction in electronic form for the right to conclude a state contract for the supply of equipment for the modernization of communication points for fire departments (bid No. EA-1778/14), only Volna LLC and Center LLC allow participation in the auction Technical Monitoring and Alerts, co-founded by the same individual.

    As a result, Volna LLC monopolized the market for providing business entities with services for the output of fire signals from socially significant facilities located on the territory of the Leningrad Region to fire departments subordinate to the State Institution of the Leningrad Region "Leningrad Regional Fire and Rescue Service", since third parties organizations that have licenses for the right to carry out activities for the installation, maintenance and repair of fire safety equipment for buildings and structures, it is not possible to conclude agreements with the owners of protected objects for the installation and maintenance of radio transmitters (object stations) designed to output fire signals from the specified objects of protection to the communication consoles of fire departments subordinated to the State Institution of the Leningrad Region "Leningrad Regional Fire and Rescue Service", as well as for illegal enrichment at the expense of the regional and municipal budgets.

    You don't have to look far for examples.

    There are facts of numerous refusals by LLC "Volna" to connect to its equipment located in the fire departments of the Leningrad Region, object stations of third-party manufacturers (which B. Aleksandrov advocated in his letter addressed to V.I. Klimkin).

    During the trial in case No. A56-54896 / 2012, it turned out that “servicing” the objects of protection means the activities of Volna LLC in providing paid services for transmitting a fire signal, although such services are essentially fraud. Calling fire departments in Russia is free.

    So, for example, in the State contract for the provision of services for the maintenance of automatic fire protection systems and a notification transmission system for the needs of the customer dated 18.08.2014. No. 2K, concluded by LLC "Volna" with the State Public Institution of Public Health of the Leningrad Regional Narcological Dispensary (the value of the Contract is 399,800 (three hundred ninety-nine thousand eight hundred) rubles), valid until December 31, 2014) provides that Volna LLC:

    Uses technological communication networks allocated to the company to transmit fire notifications from the protected object to the fire station communication panel (clause 2.3. of the Contract);

    Charges for the transmission of fire notices (clause 3.3 of the Contract);

    From Annex No. 1 to Agreement No. 363-PB-12/2 dated June 29, 2012 between the MDOBU "Kindergarten of a combined type" Yuzhny "in Vsevolozhsk and LLC" Volna ":" The service provides timely detection of a fire alarm and its transmission to the Fire Department as part of the Centralized Radio Monitoring Service of the Situational Monitoring Center "Volna"; transmission of an alarm signal in a specialized security network ... Monthly subscription fee for the service, including maintenance of the communication channel - from 6,0106.5 rubles, including VAT 931.5 rubles."

    Under contract No. 346-PB/11 dated 01.11.2010 with the Municipal Educational Institution "Yaninskaya Secondary General Education School", the monthly payment of Volna LLC is 11,043 rubles 44 kopecks, including VAT of 1,684 rubles.

    According to the contract No. 331-ПБ/12 dated 11/20/2010 with the Municipal Educational Budgetary Institution of Additional Education "Palace of Children's (Youth) Creativity" of the Vsevolozhsky District, the amount of the monthly payment of LLC "Volna" is 7,327 rubles. 80 kopecks, including VAT 1117.80 rubles.

    According to the contract No. 316-PB dated May 14, 2010 with the St. Petersburg State Institution "Center for Health and Recreation" Molodyozhny ", the amount of the monthly payment of Volna LLC is 9,527 rubles. 25 kopecks, including VAT 1453.31 rubles, etc. P.

    This list is endless.

    In general, the "price list" of prices for the "service" of Volna LLC for receiving / transmitting a fire signal: from 6,500 rubles per month to 16,500 rubles per month for 2013, when hearings were held in case No. A56-54896 / 2012. Now I think it's much higher.

    Moreover, from the presented contracts, only the obligation of the serviced objects - social institutions to pay a monthly subscription fee in favor of Volna LLC is seen, including for maintenance of the intra-production technological network of Volna LLC.

    At the same time, LLC "Volna" guarantees the counterparty (social institution) under the contract for the provision of services for receiving / transmitting a fire signal in automatic mode, only receiving a signal from the protected object to its equipment, but does not guarantee the transmission of a fire signal to the fire department!

    Moreover, according to the contracts of Volna LLC with budgetary institutions, force majeure circumstances, in the presence of which Volna LLC is released from liability for fulfilling its obligations under the Agreement, are malfunctions or failure of equipment of Volna LLC!

    Given these circumstances, the actions of the parties when concluding contracts for the provision of communication services for receiving / transmitting a signal about a fire cannot be considered reasonable and conscientious, they are aimed at causing harm to social facilities for ensuring fire safety, since the automated call of the forces of the federal fire service units directly from the social -significant objects becomes impossible, which jeopardizes the safety of people and objects.

    The materials of administrative investigations on the fact that automatic fire alarm signals were not transmitted from municipal facilities connected to the control panel of the Volna control system to the control panel of the federal fire service testify to the arguments about abuses by Volna LLC. So in the period 2012-2013. out of 12 signals, all 12 fire alarm calls did not reach the fire departments, i.е. one hundred % . At the same time, one signal had a real case when a fire was recorded in a hospital in the Vsevolozhsk district.

    Taking into account the fact that LLC "Volna" serves more than 500 facilities in the Leningrad region, the amount of embezzlement of budget funds is more than 5 million rubles a month.

    And finally, for reflection.

    I, as the Chairman of the Leningrad regional branch of the party "Party of the Revival of Russia" (chairman of the party Seleznev G.N.), in 2014 twice turned to the head of the Office of the Federal Antimonopoly Service for the Leningrad Region Pleteshkov A.N., with a request to consider the issue of the illegality of the results of open auctions, as a result of which Volna LLC monopolized the market for providing business entities with services for the output of fire signals from socially significant facilities located in the Leningrad Region to fire stations subordinate to the State Institution of the Leningrad Region "Leningrad Regional Fire and Rescue Service", not while providing no services, but charging a lot of money for fictitious services.

    All applications were not considered. At the same time, surprisingly, the Department of the Federal Antimonopoly Service for the Leningrad Region actively reacted to the statements of LLC "Volna" about the violation of its rights by the territorial body of the EMERCOM of Russia in the Leningrad Region and the detachments of the FPS of the EMERCOM of Russia in the Leningrad Region, making decisions in its favor, grossly contradicting the entered decisions of arbitration courts.

    On July 12, 2012, the Federal Law of the Russian Federation No. 117-FZ “On Amendments to the Federal Law “Technical Regulations on Fire Safety Requirements” came into force, in accordance with which the requirements for ensuring fire safety of socially significant facilities were tightened.
    Fire alarm systems must ensure the supply of light and sound signals about the occurrence of a fire to the receiving and control device in the premises of the staff on duty or to special remote warning devices, and in the buildings of preschool educational institutions, specialized nursing homes and disabled people (non-apartment), hospitals, dormitory buildings educational institutions of boarding type and children's institutions, hotels, hostels, dormitory buildings of sanatoriums and rest houses of a general type, campsites, motels and boarding houses, buildings of general educational institutions, educational institutions of additional education for children, educational institutions of primary vocational and secondary vocational education, buildings of educational institutions of higher vocational education and additional vocational education (advanced training) of specialists, buildings of management bodies of institutions, design organizations, information ionic and editorial and publishing organizations, scientific organizations, banks, offices, offices - with duplication of these signals to the control panel of the fire department without the participation of the facility personnel and (or) the organization broadcasting this signal. The software and hardware complex "Sagittarius-Monitoring" ensures the transmission of the "Fire" signal from the object to the control panel of the fire department without the participation of the object's personnel. The main communication channel of the PJSC "Strelets-Monitoring" is a radio channel on the frequencies allocated for the Russian Emergencies Ministry (if the facility has the technical capability). It is also possible to connect via GSM (GPRS) communication channel.

    and in buildings of functional fire hazard classes F1.1, F1.2, F4.1, F4.2 - with duplication of these signals to the control panel of the fire department without the participation of employees of the facility and (or) the organization broadcasting this signal.

    In accordance with the Federal Law of July 10, 2012 N 117-FZ from July 13, 2014 Article 84 is supplemented with part 12 as follows: "
    12. Buildings of medical organizations, institutions of social protection of the population and social service institutions with people staying on a permanent basis or inpatient treatment, taking into account the individual abilities of people to perceive warning signals, must be additionally equipped (equipped) with fire warning systems (means), including using personal devices with light, sound and vibration alerts. Such notification systems (means) should ensure that the personnel on duty are informed about the transmission of the notification signal and confirmation of its receipt by each notified person.

    - reception of information from objects simultaneously in several places: in the FC and the control center for the forces of the federal fire service (hereinafter - TsUS-01);

    - displaying information about fire and smoke with the highest possible accuracy or with the accuracy with which information is received from the fire object (emergency);
    - display on the plan of the object of the dynamics of the development of a fire as the fire detectors of the fire alarm system are activated;
    - the ability to transmit from the workplace of the operator TsUS-01 a call signal from a controlled object to the DDS system in manual or automatic mode;

    - the possibility of statistical analysis of the state of fire protection at controlled objects, namely:
    equipment level of the facility (installed system, types and number of detectors);

    the number of failures of technical means for a given period, the efficiency of their elimination;
