In the Volgograd region in 2020, 655 high-rise buildings are subject to major repairs. Of these, 330 houses will be comprehensively renovated, and 54 skyscrapers will have new elevator cabins. But 256 houses, before they are included in the lists for major repairs, are awaiting engineering surveys.

As Aleksey Gagarin, the head of the engineering group, explained, before understanding what to repair in the house in the first place and whether the object can be restored at all, the specialists examine the technical condition of the building structures.

“During engineering surveys, we determine the strength of building materials, ceilings and roofs,” says Gagarin. - If the total wear of building structures is 70%, then the house does not meet the grounds for major repairs.

After receiving conclusions that the house is not subject to major repairs, documents describing the state of the house are sent to interdepartmental commissions under the administration of Volgograd districts. It is the municipal authorities who decide whether to recognize the houses as emergency, whether to carry out demolition and resettlement.

If the house is not recognized as dilapidated housing, then a plan of construction and installation works is determined (overhaul of the roof, facade, foundation, basements, in-house engineering systems), which contractors will begin in 2021.

In Volgograd today, 147 houses are being examined for the condition of engineering structures. Active work is being carried out along Demyan Bedny Street in the Traktorozavodsky district. Engineers spend about a month to inspect one house. In total, about 10 houses will be checked in the village.

The engineers have already checked the house at 15 Demyan Bedny Street. Its wear has exceeded 70%, all the necessary documents have been submitted to the district administration.

- The foundation of the building is made of rubble and practically crumbled. The cinder-block walls went into numerous cracks. Rotten roof rafters are a danger to the whole house. Spending some money on a major overhaul of this facility is pointless, says Alexei Gagarin.

Oksana Martynova, another local resident, was in constant contact with the engineering team, following the process of the examination.

“It was in our best interests to have the house declared uninhabitable. A year ago, the management company abandoned us. We ourselves are trying to carry out cosmetic repairs, clean up the territory, close up holes in the stairs so as not to fail. Everything is in a terrible state,” explains Oksana Martynova.

Through holes on the facade of the house indicate the wear of cinder concrete.

- On the reverse side, in place of these holes, a fungus grows in our apartments. It is impossible to get rid of it. You can’t glue tiles or wallpaper on it, ”complains Nina Borisovna, a resident of the house on Demyan Bedny Street, 13.

House No. 14 was the lucky one in the village, seven years ago it underwent a major overhaul: the facade, communications and roof were updated.

“The life of our house has been literally extended. Everyone envy us, but, although there are fewer accidents, the very construction of the house continues to be in a terrible state, - explains Ivan Nikolaevich, a local resident.

The decision on the future fate of the houses along Demyan Bedny Street should be made by the local administration. People believe that an engineering survey of houses by the capital repair fund will somehow speed up the process of their relocation to normal housing.

By the way, the already surveyed house No. 12 on the lane is also not included in the restoration program. “For 52 years of operation of the house, there has never been a major overhaul,” says Svetlana Eliseeva, chairman of the house council. “The contractor has always been there for us. We asked very much to leave the historical facade, made in the Stalinist Empire style. They promise to repair the balconies, replace all the wiring. The roof was repaired in 2017.

Svetlana Ivanovna notes that the contractor always answered all questions openly and helped elderly apartment owners to understand the estimate, explained where the transferred funds were spent.

It should be noted that in the region, contracts have already been concluded for 283 housing stock objects for the implementation of overhaul works under the short-term plan for 2020. All types of work were previously agreed with the residents. Timely holding of auction procedures will allow contractors to reach the facilities as soon as possible.

On the territory of all municipalities of the Volgograd region, 1315 apartment buildings have already been put in order, living conditions have been improved for 125 thousand families.
