On measures to implement the demographic policy of the Russian Federation

In order to improve the demographic policy of the Russian Federation, I decide:

1. To the Government of the Russian Federation:

A) to ensure an increase in the total fertility rate to 1.753 by 2018;

B) ensure an increase in life expectancy in the Russian Federation to 74 years by 2018;

C) start from 2013, co-finance from the budgetary allocations of the federal budget the expenditure obligations of the constituent entities of the Russian Federation arising from the appointment of the payment provided for in paragraph 2 of this Decree, in those constituent entities of the Russian Federation in which an unfavorable demographic situation has developed and the value of the total birth rate is below average for the Russian Federation;

D) by August 1, 2012, determine the list of constituent entities of the Russian Federation in respect of which co-financing of the expenditure obligations provided for by subparagraph "c" of this paragraph will be carried out;

E) by November 1, 2012, determine the amount of funds for co-financing the expenditure obligations of the subject of the Russian Federation, based on the level of its estimated budgetary security, up to 90 percent of the funds needed in 2013 with a gradual increase in the own funds of the subject of the Russian Federation up to 50 percent by 2018 , as well as approve the rules for co-financing the expenditure obligations provided for in subparagraph "c" of this paragraph;

E) ensure the implementation of measures aimed at improving migration policy, including the promotion of migration for the purpose of education and teaching and research activities, the participation of the Russian Federation in humanitarian migration programs, as well as the development and implementation of programs for the social adaptation and integration of migrants.

2. Recommend to the highest officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation to establish, before July 1, 2012, families in need of support, a monthly cash payment in the amount of the subsistence minimum for children determined in the constituent entity of the Russian Federation, assigned in case of birth after December 31 2012 third child or subsequent children until the child reaches the age of three.

3. To the Government of the Russian Federation and executive authorities of the subjects of the Russian Federation:

A) take measures aimed at creating conditions for women to combine the duties of raising children with employment, as well as organizing vocational training (retraining) for women on parental leave until they reach the age of three;

B) to provide, when forming the federal budget and the budgets of the constituent entities of the Russian Federation for 2013 and for the planning period of 2014 and 2015, as well as for subsequent years, budget allocations for the implementation of measures provided for by this Decree.

4. This Decree comes into force from the day of its official publication.
